Total Systems Commissioning offers a unique combination of construction, engineering, and commissioning experience that enables clients to construct and operate more efficient and maintainable buildings. TSCx is totally independent of any architectural or engineering firm, and the company’s sole business focus is on building commissioning of new and existing facilities. The TSCx staff has cumulative certifications such as CxA, CxT, PE, LEED AP BD+C, CPMP, and CPD, and we emphasize integrity by doing the job right over what may be quick, easy or industry status quo.

Dick Dutro has, in his comprehensive professional experience since 1974, been involved in the design, construction and commissioning of HVAC, plumbing, piping and electrical systems for laboratories and a variety of aviation, commercial, corporate, educational, government and healthcare facilities. Commissioning facilities since 1995, Dick is responsible for writing commissioning specifications, design document review, preparing pre-functional and functional testing forms and performing actual on-site functional testing. Dick had the honor of commissioning the first gold LEED-certified international terminal for the City of Atlanta at Hartsfield-Jackson International Airport in 2012.
A Georgia Tech graduate in Chemical Engineering (1972), Dick also earned his State of Georgia Master Plumber and HVAC Licenses, and continues to stay abreast of industry standards and professional certifications, most notably: CxA (AABC/ACG), LEED AP BD+C (USGBC), CPMP (ASHRAE), and CPD Registration (ASPE). Dick is a Building Commissioning Association Certification Committee Member and a SERBCA Board of Director.
In addition to Dick’s professional dedication to commission better operating and sustainable buildings, he has implemented social responsibility at home with an intricate rainwater catchment system he built to water his garden and entire yard (See Video). Another interesting personal facet of Dick’s personality is that his love of horses and horseback riding led him to pursue certification as a Farrier, a specialist in equine hoof care, in the late 1970s.

Charla Gruber graduated in 2012 with a Bachelor in Physics from Agnes Scott College and has been encompassed within the construction industry for most of her life. Charla started working for the family plumbing company in high school during her free time. In 2014 she began working at Total Systems Commissioning, Inc. as an Intern. As Charla gained professional experience, she was promoted to assistant project manager, and is currently a project manager and certified Commissioning Technician (CxT) at TSCx. The majority of projects she oversees is within the education industry for Atlanta Public Schools. Charla also has project experience with the aviation, commercial, government, and healthcare industries. Specific projects include: 1 Buckhead Plaza, a Fortune 100 Corporate Office; P705 Hangar at Camp Lejeune, NC, Georgia Public Health Laboratory, Hartsfield-Jackson Atlanta International Airport, U.S. Army Criminal Investigation Laboratory at Fort Gillem and the Atlanta VA Medical Center. Currently, Charla serves on the Board of Directors for the Southeast Region Chapter of the Building Commissioning Association (SERBCA).
Mike Parson is maximizing his passion for problem solving and conscientious detail at TSCx after an exciting and diverse career in the military as an HVAC/maintenance manager and 15 years of BAS programming and project management. Another very important aspect of commissioning which appeals to Mike is the fact that he is contributing to the long term health and welfare of the people who will work and play in the commissioned buildings, as well as the broader environment. “I really care about people, and that underlies everything I do. The TSCx style of commissioning is very value-laden and gives me great pride in my work."
Completing his Bachelor’s degree in Business Management & Information Technology, Mike is happily married to his high school sweetheart, and they have ten children together. Between family life, work and school, there is not really much time for much else, but Mike has found that his many joys in life are experienced within family, work and school. Mike considers Dick Dutro both a friend and boss. “Dick Dutro is such an interesting, intelligent and generous man who really cares about people. When it comes to problem solving, he is driven!”

Craig Hall has 25 years in the field of HVAC and now 5 years in the field of commissioning with TSCx as a Project Technician. Based in Wedgeville, SC and an avid motorcyclist, Craig enjoys the many opportunities for TSCx “road-tripping” projects throughout the Southeast, including Virginia, Kentucky, the Carolinas, Alabama, Louisiana, Georgia and Florida.
A product of the "Midwestern work ethic," Craig demonstrates an unwaveringly pragmatic and dogmatic belief in working hard and doing things the right way the first time. “My father was a carpenter and my grandfather a dairy farmer, so my working career began as a young child where the concept of precision was an absolute given.”
Craig is honored to work for Dick Dutro because of the way Dick stands his ground about delivering only the best to his clients. “I take pride in my work and feel that I can proudly hold my head high regarding any project completed by the TSCx team.”
Besides motorcycling, Craig enjoys gardening and renovating his 1979 home to be energy efficient, which includes upgrading the mechanical system to utilize geothermal heating and air.

Allison Grace Hunter graduated from Agnes Scott College in 2018 with a Bachelor of Science in Astrophysics. During her time in college, she worked at Accura Engineering & Consulting Services, Inc., where she aided the survey and environmental departments. In 2018 she began working at Total Systems Commissioning, Inc. as an Assistant Project Manager. Most projects she works on are within the education industry for Atlanta Public Schools, but her project experience also includes the aviation, government and healthcare industries. In her free time, she enjoys being consulted on interior design, collecting art and plants, singing and dancing and petting every dog she sees.
Taylor Wells joined TSCx in 2018 as an assistant project manager. He comes from a background in manufacturing with a degree from Georgia Tech’s Scheller College of Business, and works predominantly with aerospace and airport clients for their commissioning needs. His drive to improve the building functionality and reduce operating costs for clients is his most valuable asset. “My goal is to provide the best building possible for our clients, because it improves occupant health and productivity, reduces the environmental impact of the building and positively affects the owner’s bottom line.”
Daylan Parson joined TSCx as an intern in 2017 and is now an Assistant Project Manager. Daylan’s previous work experience includes ten years at a small electrical contracting company, where he began as an electrician’s assistant and worked into other positions as his experience, education and small company job demands required, eventually putting him in other positions including, but not limited to:
